How to renew a truck's LTO registration

You renew a truck's LTO registration every year in the month set by the last digit of its plate, before the end of the week set by the second-to-last digit. Bring the OR/CR, a CTPL insurance certificate covering the new year, an emission test passed within 60 days, and an inspection. Miss your week and the fine is ₱200; miss the month and it becomes 50% of the MVUC.
When is your truck's registration due?
The Land Transportation and Traffic Code (Republic Act No. 4136) says no motor vehicle may be used on a public highway unless it is properly registered for the current year. LTO spreads renewals across the year by plate number. Its motor vehicle registration FAQ says the last digit gives the month and the middle digit (on today's longer plates, the second-to-last digit) gives the weekly deadline.
- Last digit 1 is January, 2 February, 3 March, 4 April, 5 May, 6 June, 7 July, 8 August, 9 September and 0 October.
- Second-to-last digit 1, 2 or 3: deadline is the first week, days 1 to 7 of the month.
- Second-to-last digit 4, 5 or 6: second week, days 8 to 14.
- Second-to-last digit 7 or 8: third week, days 15 to 21.
- Second-to-last digit 9 or 0: fourth week, day 22 to the end of the month.
Example, with a made-up plate: a truck with plate NAB 1254 is due in April (last digit 4), and its deadline is the second week, April 8 to 14 (second-to-last digit 5). LTO's FAQ says you may renew up to one month early, but not later than the last working day of your week. A TopGear explainer notes that newly bought vehicles get three years of initial registration through the dealer, so check a new truck's OR/CR for its first expiry date.
Is there an LTO registration extension in 2026?
Yes, 2026 has been unusual, so check before you count on the normal deadline.
- April 2026: Memorandum Circular No. MVL-2026-5048 extended by three months the validity of registrations expiring from April 2026, with no surcharges, penalties or fines for late renewal during the extension, because of the national energy emergency (PortCalls, April 17, 2026; TopGear, April 21, 2026).
- June 2026: LTO said under MC No. MVL-2026-5157 that this extension would end on July 31, 2026, after which unrenewed registrations would face the usual late penalties (Inquirer, June 20, 2026).
- July 2026: after downtime and slowdowns in the Land Transportation Management System (LTMS), MC No. MVL-2026-5271 extended registrations, licenses and permits that expired from July 1, 2026 until further notice, with no late fees while the circular is in effect. It stays in force until the LTMS problem is certified resolved and a new circular lifts the extension (GMA News, July 30, 2026).
We found no circular lifting that extension as of October 7, 2026. LTO posts these notices on its website and Facebook page; read the latest one before you schedule a truck's renewal. An extension does not change the month your plate is due next year.
What do you need to renew a truck's registration?
- The truck's current Certificate of Registration and Official Receipt (OR/CR).
- CTPL insurance. The Insurance Code (Section 389, as amended by Republic Act No. 10607) says LTO shall not renew a registration without proof that the compulsory motor vehicle liability insurance is in effect. An Insurance Commission circular from 2021 says LTO requires the insurance period to match the registration month set by the plate's last digit.
- A passed emission test. The Clean Air Act (Republic Act No. 8749, Section 22) says no registration shall be issued unless the vehicle passes emission testing, done within 60 days before the registration date.
- A vehicle inspection, either at a private emission testing center (PETC) with the LTO visual inspection, or at a private motor vehicle inspection center (PMVIC). See the next section.
- For trucks for hire, your LTFRB papers. The LTFRB Citizen's Charter describes a yearly confirmation of units with the LTFRB, using the CPC decision and latest OR/CR, as a prerequisite to LTO registration of public utility vehicles. Ask your LTFRB office whether it applies to your trucks.
- If you renew at a different LTO district office from last year, LTO's FAQ lists a ₱100 change of venue charge.
Renewing online through the LTMS portal is possible only in narrower cases. When LTO launched it, SunStar reported that it covers owners with an LTMS account whose last renewal was also done in LTMS, and that the truck must have passed a PMVIC roadworthiness test, with the inspection report and insurance sent to LTMS electronically. Do trucks still need a PMVIC inspection in 2026?
For a walk-in renewal, the latest LTO statements we could open say no. In October 2021, LTO Assistant Secretary Edgar Galvante said only the mandatory inspection at PMVICs was suspended, not the centers themselves, and that owners may choose between a PMVIC and a PETC emission test with the required LTO visual inspection (SunStar, October 22, 2021). This followed an August 2021 instruction from then Transportation Secretary Arthur Tugade to suspend mandatory PMVIC inspection.
We did not find a later order making PMVIC inspection mandatory again for ordinary renewals. Rules on inspection have changed several times since 2021, so ask your district office what it accepts for trucks before you book a test. If you want to renew online next year, a PMVIC test is the route.
How much is the LTO penalty for late registration?
- Missed your week but renewed within the month: ₱200 (LTO FAQ; TopGear lists ₱200 for vehicles other than motorcycles).
- Renewed after your month: a fine of 50% of the motor vehicle user's charge (MVUC) for the truck's class (LTO FAQ).
- More than 12 months late: 50% of the MVUC plus one year's renewal if the truck was not apprehended, or 50% of the MVUC plus the renewal for every year it went unregistered if it was apprehended (TopGear, January 2018).
Driving the truck is the bigger risk. Under Joint Administrative Order No. 2014-01, driving an unregistered vehicle, which includes one with an expired registration, costs ₱10,000. If the registration lapsed more than one month earlier, the truck is impounded and released only once it is validly registered and the fines are paid. The same order fines a driver ₱1,000 for not carrying the license, Certificate of Registration or Official Receipt while driving, so keep a copy of the OR/CR in each truck.
How can a small fleet keep track of every truck's renewal?
Plate numbers spread your renewals over the year, which helps cash flow but makes dates easy to miss. A single list, on paper or in a spreadsheet, with one row per truck is enough for most small fleets. Put these columns on it:
- Plate number, renewal month and deadline week.
- CTPL insurance expiry, which should match the renewal month.
- The date window for the emission test: no earlier than 60 days before the planned renewal date.
- Inspection route for that truck: PETC with LTO visual inspection, or PMVIC.
- For trucks for hire: CPC expiry date from the LTFRB decision, and the date the extension application must be filed.
- Driver's license expiry for each driver. Under Republic Act No. 10930, licenses are valid for five years from the holder's birthdate, or ten years for drivers with no violations.
Example, with made-up plates: a four-truck fleet with plates ending in 1, 1, 6 and 0 renews two trucks in January, one in June and one in October. Set a reminder one month before each month, since LTO lets you renew that early, and book the emission test inside the 60-day window. Plan the renewal day around the trip schedule so a truck is not booked for a run on the day it has to be at the LTO.
